Damascus Guarantees Safe Return to Syrian Refugees
UNITED NATIONS (Sputnik) — The Syrian government cannot modify the country's democratic institutions while terrorist groups wage war on the local population, Syrian Foreign Minister Walid Muallem said Friday.

"Syria cannot implement any democratic political measures related to elections or constitution while terrorism is striking at home and threatening innocent civilians in the country," Muallem said at the UN General Assembly.

He added that the fight against the terrorism is currently the key priority for authorities.

"How can we ask the Syrian people to head to the ballot box while they are not safe in the streets and inside their homes?" the minister said.

Syria has been in a state of civil war since 2011, with government forces fighting opposition factions and numerous extremist groups, including Islamic State and the Nusra Front.

Since the beginning of the war, the United States and some of its allies have supported a so-called moderate Syrian opposition, calling for a regime change in Syria. Russia recognizes Syrian President Bashar Assad as the legitimate authority in the country.
