Police Using Rubber Bullets to Disperse Protesters in Minsk, Witnesses Say

Protests erupted in Minsk and other cities across Belarus following the presidential election on 9 August that saw the country's incumbent president, Alexander Lukashenko, re-elected for a sixth consecutive term.

The Belarusian Interior Ministry said in a statement that over 2,000 people have been detained in the country over the past 24 hours.

Protests in Minsk continue to grow increasingly violent, with one confirmed fatality. Police have used water cannons, stun grenades, and rubber bullets to disperse the protesters.

According to official data from the Belarusian electoral authorities, Alexander Lukashenko won over 80 percent of the vote, while opposition leader Svetlana Tikhanovskaya came in second with just over 10 percent. Tikhanovskaya has refused to recognise the outcome and claimed that she won up to 70-80 percent of the vote.

WASHINGTON (Sputnik) -  The United Nations should investigate the post-election violence in Belarus and provide recommendations in response to human rights violations in the country, Human Rights Watch (HRW) said in a statement.

"The United Nations special rapporteur on Belarus should urgently investigate the post-election violence and provide urgent, public updates and recommendations for action in terms of protection and accountability in response to the escalating government crackdown and grave human rights violations," the rights group said in the statement on Tuesday.

The rights group also urged police in Belarus to immediately stop using excessive force against protesters and to respect their rights to peacefully assemble.

HRW also called on authorities in Belarus to investigate the use of force by police and to release anyone who was detained while protesting peacefully. The group said a Human Rights Watch researcher in Minsk witnessed police vans in central Minsk let officers out to detain people seemingly at random.

On Monday, UN Secretary-General Antonio Guterres called on authorities in Belarus to show maximum restraint and respect for the right to peaceful assembly.

MOSCOW (Sputnik) - Rossiya Segodnya news agency photojournalist Ilya Pitalev said he and Znak.com reporter Nikita Telizhenko, earlier detained in Belarus, had returned to Russia.

Pitalev told Sputnik they had crossed the Belarus-Russia border overnight to Wednesday.

ROME (Sputnik) - The Italian Foreign Ministry on Tuesday expressed its concern over alleged suppression of civil rights and liberties during the Minsk protests.

"A wave of random arrests during the last two days in Minsk as well as the suppression of main civil rights and basic democratic freedoms, including the freedom of the press, causes most grave concern," the ministry said in a statement.

Italy is calling on Minsk to launch a dialogue with the opposition and take all necessary measures to ease tensions, the ministry added.

Police force protesters out of Rokossovsky Avenue in Minsk, as law enforcement uses flash grenades in the area of Plekhanov Street and fireworks are fired in response, a Sputnik correspondent reported.

The riot police are slowly ousting protesters from Rokossovsky Avenue. Some of the protesters were detained, as others tried to fight them off, throwing sticks, stones and torches at the policemen.

The Belarusian Journalist Association reported that more journalists have been detained amid protests in Minsk, including reporters from the Onliner media outlet. According to an agency statement, the journalists were detained when they started taking pictures of police cars. They wore no press vests, but had professional equipment with them. One of the reporters had his camera broken.

“At about 20:47, several 'cosmonauts' - people in black camouflage without identification marks and wearing helmets - ran up to photojournalists who were working on the slope near the Orbita hotel (Pushkinskaya metro station). MOSCOW (Sputnik) - Minsk office of the Belarusian Investigative Committee started an investigation into the death of a man during mass riots in the capital city on Monday, the Committee said in a statement.

Investigators said that the man was identified as a 34-year-old resident of Minsk previously sentenced to seven years for causing grievous bodily harm resulting in death.

"To establish the exact cause of the man's death, investigators ordered a forensic medical examination, which will be carried out by SFEC [State Forensic Examination Committee] specialists," the statement reads.

Meanwhile, the Belarusian Interior Ministry said that information about people detained during unauthorized rallies in Minsk can be obtained around the clock via a hotline.

Belarusian riot police confronted protesters on Dzerzhinsky Avenue in Minsk, using rubber bullets and detaining some demonstrators, a Sputnik correspondent has reported.

According to witnesses, riot police are using rubber bullets against protesters near a shopping mall in Minsk. Several dozen riot police are stretched in a line 200 meters across Dzerzhinsky Avenue.

Attacked with the rubber bullets, protesters are hiding in the Mikhail Pavlov Park, but a large number of prisoner-transport trucks has been placed around the perimeter.

Earlier, a Sputnik correspondent reported that clashes between riot police and protesters started in the Park of Mikhail Pavlov in Minsk.

It is also reported that riot police are ramming home entrances on Rokossovsky Avenue, as protesters are thought to be hiding in the buildings.

MINSK (Sputnik) - RIA Novosti photojournalist Ilya Pitalev, who was detained and then released in Belarus, said on Tuesday that he had left detention facility in Zhodino and was heading to Smolensk together with the staff of the Russian consulate.

"I have already left the jail, the deputy consul took me. Now we are drawing up some documents and, without stopping in Minsk, we will go to Smolensk," Pitalev told Sputnik.

According to him, other Russians are being deported with him. Zhodino is located about 40 miles from Minsk.

The photographer said that he had been detained on Monday at about 6:30 p.m., when he was going to an unauthorized opposition rally near Minsk Hero City Obelisk. His camera caught the attention of the riot police.

"They drew up a protocol, which, in fact, they were copying. I allegedly took part in the action. They only smiled politely at my statements that I was not going to rally," the photographer said.

Pitalev spent the night in the Pervomaisky district police department of Minsk, then spent the whole day in the Zhodino pre-trial detention facility.

"I ate porridge, though it didn't taste good. The tea was without sugar. But they didn't beat me. There were 24 people in the cell with eight beds. Most of the protesters - someone went to the action, someone just passed by," he said.

According to the photojournalist, he was treated well, and his camera was not damaged.

"We call on Belarusian political leadership to initiate a genuine and inclusive dialogue with broader society to avoid further violence. The EU will continue to support a democratic, independent, sovereign, prosperous and stable Belarus", EU foreign policy chief Josep Borrell said in a statement.

The EU has been closely following the development of the situation around the presidential elections in Belarus and does not consider them either free or fair, Borrell said.

"State authorities deployed disproportionate and unacceptable violence causing at least one death and many injuries. Thousands of people were detained and the crackdown on freedoms of assembly, media and expression intensified. We call on the Belarusian authorities to release immediately and unconditionally all detained", he said.

The EU will assess the actions of Belarusian authorities to respond to the current situation and conduct a thorough review of the bloc's relations with Minsk, Borrell said.

"This may include, inter alia, taking measures against those responsible for the observed violence, unjustified arrests, and falsification of election results", he said.

Interior troops pushed several dozen protesters away from the Pushkinskaya metro station in the north-western part of Minsk, a Sputnik correspondent reported from the scene.

Several dozen supporters of Belarusian opposition gathered on Tuesday evening near the station, where there were massive clashes between protesters and security forces on Monday. The interior troops pushed them away from along Pushkin Avenue and Pritytsky Street. Those resisting were detained.

The troops are armed with guns for rubber bullets and stun grenades, but so far they did not use them, they just were knocking on shields with clubs. Passing cars are honking their support for opposition protesters. The metro station and all adjacent shops and cafes are closed.

Several dozen more people are watching from a safe distance, but it can be assumed that the main forces of the protesters will gather in another place where there is no such concentration of security forces. The fences along the crossroads are decorated with flowers in memory of the man who was killed during protests on Monday.

The Belarusian Council of Ministers refuted on Tuesday reports claiming that the authorities had imposed a curfew in the capital city of Minsk amid violent protests.

"Trust only official sources of information. Officially, there is no such information", spokeswoman Alexandra Isaeva told Sputnik Belarus.

Meanwhile, a Sputnik correspondent reported that the local police was preparing to restrict traffic on the streets of Minsk as the capital is bracing up for the third night of protests. Central streets of the city are being patrolled by reinforced police units.

Several metro stations of the Minsk Metro have been closed, and trains pass them without stopping. The list of closed stations includes Nyamiha, Kupalawskaya, Frunzyenskaya, Maladzyozhnaya, Pushkinskaya of the Awtazavodskaya line, as well as Kastrychnitskaya and Ploshcha Lyenina of Maskowskaya line.

"We propose to objectively and without emotion to understand what, how and why is happening today in Belarus. We are ready for a constructive, and most importantly objective dialogue on this issue with all foreign partners. including about interference from abroad", the Foreign Ministry said in a statement.

The Foreign Ministry also called on all foreign partners "for a balanced analysis, taking into account all positions".

"We appeal to our colleagues, our neighbours. Do not rush to make statements that further fuel instability in society. You support independence and sovereignty — show not only adherence to principles but also responsibility", the ministry said in a statement.

"We are closely monitoring the situation in Belarus and have prepared an action plan in case of an increase in the number of Belarusian citizens applying for asylum in Lithuania. People who will seek asylum and apply for refugee status will be granted such asylum in our country", Interior Minister Rita Tamasuniene said.

According to the ministry, as cited by the media outlet, the head of the department discussed the situation in the neighbouring country with representatives of the migration and the state border guard services as well as the police department.

Tamasuniene has also expressed concern over the Belarusian government's actions to suppress the ongoing protests.

"This is not the first time that representatives of the Belarusian opposition have sought refuge in Lithuania. If this happens, due to political reasons or possible threats, we are ready to help them until conditions for their safe return home are created", the minister added.

"We are very concerned about the latest reports of escalating violence that we've seen during the protests: we've seen some very serious, including fatal, injuries, as well as reports of mass detentions and excessive use of force by security forces", UN spokesperson Stephane Dujarric said.

The UN spokesperson also said that reporters covering the demonstrations in Belarus should be allowed to conduct their work freely.

"I would add that it is essential that journalists in Belarus and everywhere be allowed to do their work and conduct their work freely", Dujarric said.

"We urge the Belarusian authorities to stop the persecution of political opponents, to release all those unfairly detained immediately and to respect human rights and freedoms. Belarusian authorities have not shared any information with the Russian embassy or any lawyers regarding the whereabouts and safety of journalist Maksim Solopov, Meduza news outlet Director-General Galina Timchenko said.

The Riga-based Russian news site has not been able to reach Solopov, who was covering the events in Belarus, since late Sunday.

According to Alyona Sivkova, Chief Editor of Daily Storm outlet, Solopov was detained along with two other journalists working on assignment for Daily Storm. Sivkova told Sputnik that all three were beaten during the detention but Solopov "got it worst of all".

Meduza’s Timchenko said that they still have not learned anything about the fate of their reporter from the authorities.

"No, alas. The Belarusian side has not said yes or no either to the [Russian] embassy or the lawyers", Timchenko responded to a question about whether they have been able to contact Solopov or learn anything.

Meduza later reported that Solopov’s wife, Alina Solopova, reported her husband missing at a police precinct in Moscow after having not heard from him in over 40 hours.

Belarusian troops have begun detaining people in Minsk, near the Pushkinskaya subway station, a Sputnik correspondent reported Tuesday.

The troops are patrolling the area next to the subway station and detaining people they deem suspicious. At times, they are giving chase to groups of young people.

Cars passing by are honking in outrage.

People are still arriving, according to the correspondent.

"I will definitely come back. I will come back if a state of dual power emerges. Otherwise, I am facing eight to 15 years, per the statement by [Belarusian Central Election Commission Chairwoman Lidia] Ermoshina", Tsepkalo said.

The former presidential hopeful, who fled for fear of persecution and is currently in Kiev, has noted that his wife, Veronica, left Minsk for Russia, on his insistence.

"She came [to Russia] from Belarus during the night. I told her to leave Minsk, because people are being grabbed for real, so to speak. All media people are prime targets for a possible arrest. So I told Veronica to leave so that they [the authorities] could not put pressure on me", Tsepkalo explained.

He remains assured that the Belarusian authorities will not recount the votes of the Sunday presidential election.

"You think they will go for it? Of course not. They will not go for it to register it on paper. The scope of the fraud is not 10 percent, not 20 percent, the fraud is 70 percent", Tsepkalo said.

"In the past two days, after unauthorized street actions, citizens with various injuries have applied to ambulance service and hospitals. At present, a little more than 200 people are being treated in hospitals of the republic", the ministry said on Telegram.

According to the ministry, soft tissue bruises, limbs and brain injuries, as well as injuries of the chest and abdomen are the most common traumas.

"Mostly traumas of mild severity. Several patients required operations. Their condition is stabilized. All citizens injured during unauthorised street actions received necessary medical assistance in full", the ministry said.

Unfortunately, one person died prior to being examined by ambulance doctors, it added.

"We are of course monitoring the situation in Belarus. We are deeply concerned at the news that a protester died during the clashes and also at reports that several thousand protesters were detained. As we have repeatedly urged, the authorities should ensure full respect for the rights to freedom of expression, peaceful assembly and association. In addition, any use of force by law enforcement should meet the principles of necessity and proportionality. The reported use of rubber bullets, water cannons and stun grenades against peaceful protesters is concerning", spokesperson Liz Throssell said.

The UN human rights office is worried about restrictions on internet access in Belarus as well, the spokesperson added.

"We also echo the Secretary General’s call regarding the importance of Belarusian citizens being able to exercise their rights peacefully in accordance with the law and for all relevant actors to avoid actions that would further inflame tensions and to approach the issues in the spirit of dialogue", Throssel said.

Russian Union of Journalists has no idea regarding the grounds for the mass brutal detentions of Russian reporters in Belarus and maintains contact with Minsk to clarify the situation, Secretary Timur Shafir said.

"Unfortunately, we are in a situation when one can put forward any assumptions on what exactly these groundless and brutal detentions of our journalists are related to. Of course, this should remain on the agenda", Shafir said.

The secretary of the Russian Union of Journalists added that all the detained Russian journalists should be released "unconditionally", regardless of what media outlets they were working for.

"We maintain constant contact with our Belarusian colleagues. Of course, it is clear that they are also going through tough times, and over the past days, it has been difficult to communicate with them, as we know that Belarus has introduced certain restrictions on Internet speed, communication and different messengers. However, I think our position on the matter is unified. Violence against journalists is unacceptable", Shafir added.

"Sputnik correspondent Inna Grishuk was detained last night in Grodno. She was taken to the city jail on Kirov Street, and after verifying her identity, was released without charge", the local branch of the agency said.

Multiple Russian reporters have been detained in Belarus while attempting to cover the protests held after the country’s presidential election on Sunday. These include Daily Storm employees Anton Starkov and Dmitry Lasenko, RT correspondent Konstantin Pridybailo and three other stringers from the broadcaster, and reporters from the Dozhd broadcaster, also known as TV Rain.

"There were instances of open confrontation against the law enforcement, numerous attacks on police officers and damage of vehicles. As a result of unlawful actions, 21 Interior Ministry staff and servicemen sustained injuries, whereas five of them had to be hospitalised", the Belarusian Ministry of the Interior said in a press release.

According to the ministry, "groups of protesters in Minsk used smoke grenades and bottles with explosive substances".

"Some drivers deliberately blocked the traffic in the capital area by making unnecessary stops and honking", the ministry's press release added.

"Based on the information we are receiving and we are seeing so far, there are reasonable doubts about the accuracy of the election results which were announced by the Central Electoral Commission", EU Lead Spokesperson for Foreign Affairs Peter Stano told a press conference.
