EU Permanent Representatives Committee Reinforces External Border Checks

EU Permanent Representatives Committee (Coreper) approved on Wednesday an amendment to the Schengen Borders Code (SBC) aimed at reinforcing checks on persons crossing EU external borders against relevant databases, Coreper's press release said.

MOSCOW (Sputnik) — The measure is aimed at strengthening EU security amid increased terrorist threat, and will be applied at "all external borders (air, sea and land borders), both at entry and exit."

"The amendment obliges member states to carry out systematic checks on all persons, including persons enjoying the right of free movement under EU law (i.e. EU citizens and members of their families who are not EU citizens) when they cross the external border against databases on lost and stolen documents, as well as in order to verify that those persons do not represent a threat to public order and internal security," the press release said.

The amendment allows EU member-states to carry out only targeted checks against databases, when it comes to a sea and land border, after conducting a risk assessment.

As regards air borders, checks would be possible only during a transitional period of six months from the entry into force of the amended SBC.

The European Commission proposed to amend SBC in December 2015 in the light of the recent terrorist attacks. The document is set to be submitted to the European Parliament for a vote at first reading.

Daesh terrorist group claimed responsibility for a number of attacks that hit various cities across Europe over the past year. In July, a truck drove into a large crowd celebrating Bastille Day in the French city of Nice, killing at least 86 people. Last November, Daesh carried out a series of terrorist attacks across Paris, claiming 130 lives and injuring over 350 people.

EU Permanent Representatives Committee, comprising heads or deputy heads of EU member-states missions, prepares agenda for the Council of the European Union meetings and coordinates work of some 250 committees.
