WASHINGTON (Sputnik) – The US Department of Defense wants to make four changes to the way the military currently recruits and promotes its troops, Defense Secretary Ashton Carter announced in a news conference on Thursday.
"We’re seeking to make four landmark changes," Carter stated. "Together, these stand to be the most consequential changes to our officer promotion system in over 30 years if not more… all with the clear intent of improving the effectiveness of our force and maintaining its character as a profession of arms."
