EU, Turkey Have Four Major Disagreements on Migration Plan

The European Union and Turkey cannot agree on four issues important for the signing of the joint plan on migration, a source close to the negotiations in Brussels said.

BRUSSELS (Sputnik) — According to the source, the first issue is making the deal compliant with the EU legislation and the international law. The second is the issue of Cyprus and the negotiations on Turkey's accession to the European Union.

The third issue is the day of the deal’s implementation while the last one is the allocation of additional 3 billion euros (some $3.39 billion) by the European Union to Turkey.

A two-day European Council summit on migration opened in Brussels on Thursday. EU leaders are expected to reach an agreement on an EU-Turkey action plan that envisions a one-for-one exchange of undocumented migrants for approved refugees later on Friday.

Under the EU-Turkey deal, agreed in principal earlier in March, the European Union is expected to accelerate Turkey's EU accession process and introduce a visa-free regime between Turkey and Europe, as well as gran 3 billion euros (over $3.3 billion) to Turkey to help it provide for refugees on its soil. Ankara has requested an additional 3 billion euros in funding through 2018.
