No Final Deal Between EU, Turkey on Migrants Reached So Far - Source

Turkey and the European Union have not yet agreed on the final deal to curb the flow of migrants into the bloc, although some progress has been made at the talks between the sides in Brussels, a source familiar with the course of negotiations said Friday.

BRUSSELS (Sputnik) – A two-day European Council summit on migration opened in Brussels on Thursday. EU leaders are expected to reach an agreement on an EU-Turkey action plan that envisions a one-for-one exchange of undocumented migrants for approved refugees later on Friday.

"To be honest, there is progress, but we do not have a solution yet, no agreement reached so far. But there is an intention [to sign the deal]," the source told reporters.

The EU and Turkey cannot agree on four issues important for the signing of the joint plan on migration, the source said.

"There are four issues," the source told reporters.

According to the source, the first issue is making the deal compliant with the EU legislation and the international law. The second is the issue of Cyprus and the negotiations on Turkey's accession to the European Union. The third issue is the day of the deal’s implementation while the last one is the allocation of additional 3 billion euros (some $3.39 billion) by the European Union to Turkey.

After the conference, European Council President Donald Tusk will have to call a meeting of EU leaders to discuss the outcome of the negotiations.

EU to Uphold Principles in Migrant Deal With Turkey - Belgian PM
Europe is struggling with an unprecedented migrant crisis as hundreds of thousands of refugees flee their war-torn home countries in the Middle East and North Africa in search of asylum.

Under the EU-Turkey deal, agreed in principal earlier in March, the European Union is expected to accelerate Turkey's EU accession process and introduce a visa-free regime between Turkey and Europe, as well as gran 3 billion euros (over $3.3 billion) to Turkey to help it provide for refugees on its soil. Ankara has requested an additional 3 billion euros in funding through 2018.
