Live Updates: Day 2 of High-Level General Debate at 74th Session of UN General Assembly

The second day of the UN General Assembly General Debate opens on Wednesday. Thirty-nine speakers are scheduled to address the Assembly, including Iranian President Hassan Rouhani.

Another day of the UN General Assembly debate starts with a ministerial meeting between the five signatories to the Joint Comprehensive Plan Of Action (JCPOA) and Iran. Speaking during the opening session on Tuesday, French President Emmanuel Macron said it was high time for negotiations between Iran, the US, the signatories of the JCPOA and regional powers to be resumed. Last year, the US unilaterally withdrew from the 2015 nuclear deal with Iran and reimposed economic sanctions on the country. 

After that, a UN Security Council meeting is scheduled, focusing on anti-terror cooperation between the UN and regional organisations such as the Shanghai Cooperation Organisation, the Commonwealth of Independent States, the Collective Security Treaty Organisation.  

Other meetings include the 11th Conference to support the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which bans all nuclear tests, for both civilian and military purposes. Adopted by the UNGA in 1996, it has not yet come into force, as eight states have yet to ratify it.

Iraq proposed creating a regional organisation to promote economic integration and security in a region recovering from the war against Daesh*, President Barham Salih said in a speech at the 74th session of the UN General Assembly on Wednesday.

"A federal democratic Iraq that is stable will be a chance… to create a regional organization that is based on economic integration and common security," Salih said. "We can transform our country from a battlefield and a scene of violence into an economic hub in the region."

"The security of the region is contingent upon a good neighbourly relationship between Iraq and its surrounding countries," Salih said.

Iraq’s position in the region, Salih added, is enhanced by the nation’s diverse ethnic and religious patchwork that includes Arabs, Kurds, Shia and Sunni Muslims, Christians, Turkomen, Yazidis and other minorities.

A first step is for Iraq to rebuild from the destruction inflicted by Daesh*, even as the nation continues fighting attempts by that and other terrorist groups to rebound, Salih said.

A pending Iraqi law would create a national reconstruction council that will join the Iraqi government with domestic and international investors, Salih added.

*Daesh (also known as IS/ISIS/ISIL/Islamic State) is a terrorist group banned in Russia

The United States and Japan have reached a trade agreement that includes commitments on digital trade in the amount of $40 billion, US President Donald Trump said on Wednesday.

"We reached an agreement for robust commitments for $40 billion on digital trade," Trump said during the signing ceremony with Japanese Prime Minister Shinzo Abe.

Trump also said the agreement allows Japan to "open new markets to approximately $7 billion in American agricultural products."

The only way Iran will enter negotiations with the United States is if Washington returns to the Joint Comprehensive Plan of Action (JCPOA) and stops imposing sanctions against the country, Iranian President Hassan Rouhani during a speech at the UN General Assembly on Wednesday.

"The only way for talks to begin is to return to commitments and compliance [of JCPOA]... stop the sanctions so as to open the way for the start of negotiations," Rouhani said.

Rouhani added that Iran's response to any proposal for negotiations, while US sanctions are in place, will be negative.

Participants of the joint commission meeting of the Joint Comprehensive Plan of Action (JCPOA) at the ministerial level in New York on Wednesday reaffirmed their commitment to preserving the Iran nuclear deal and their drive to work together to overcome the current difficulties in its implementation, chief of EU diplomacy Federica Mogherini said.

"The participants [of the meeting in New York] recalled that the JCPOA ... remains a key element of the global nuclear non-proliferation architecture and a significant achievement of multilateral diplomacy," Mogherini said at a briefing following the meeting.

"They underlined the importance of the full and effective implementation of the JCPOA by all sides and confirmed their determination to continue all efforts to preserve the agreement, which is in the interests of all," she stressed.

She added that the participants of the JCPOA "will continue to work together with unity of purpose" to try and preserve the Iran nuclear deal "without ignoring the challenges."

"I will not hide that it is increasingly difficult to do it, and we discussed today ... that we will try to continue keeping the agreement in place and overcome the difficulties that we are facing," the EU top diplomat said.

In a joint statement issued after the talks, participants of the meeting underlined the importance of full compliance with the Joint Comprehensive Plan of Action (JCPOA) signed in 2015.

Ukrainian President Volodymyr Zelensky said Wednesday in the United Nations that his task was to end the conflict in Donbas.

"The end of the war, the return of all occupied Ukrainian territories and the rule of peace are my mission. But not at the cost of the lives of our citizens, not at the price of freedom or the right of Ukraine to make its own choice," Zelensky said at a meeting of the UN General Assembly.

Ukrainian President Volodymyr Zelensky held a meeting on Tuesday with Czech Prime Minister Andrej Babis on the sidelines of the 74th session of the UN General Assembly in New York and invited him to visit Ukraine, the Ukrainian presidential office said.

"The President of Ukraine noted the positive dynamics of bilateral trade and invited Czech companies to actively explore the Ukrainian market. The interlocutors emphasized the mutual willingness to intensify the political dialogue between the two countries. Volodymyr Zelenskyy invited the Prime Minister of the Czech Republic to visit Ukraine," the presidential press service said in a statement.

Zelinsky also held meetings with Swedish Prime Minister Stefan Lofven and German Chancellor Angela Merkel.

In return, Babis invited Zelenskyy to visit Prague, saying that a meeting with the prime ministers of the Visegrad Four (V4) countries — the Czech Republic, Hungary, Poland and Slovakia — could be arranged upon his arrival.

Russian Deputy Foreign Minister Sergey Vershinin and French President Emmanuel Macron's special envoy for Syria, Francois Senemaud, have reviewed the creation of the Syrian Constitutional Committee on the sidelines of the 74th session of the UN General Assembly in New York and see it as a positive development, the Russian Foreign Ministry said on Wednesday.

"The conversation focused on the issue of the Syrian settlement. A unanimous positive assessment was expressed in connection with the formation of the Syrian Constitutional Committee. The parties confirmed the lack of an alternative to a political and diplomatic solution to the Syrian crisis," the statement read.

On Monday, UN Secretary-General Antonio Guterres announced that the Syrian Constitutional Committee had finally been created in full and said its first meeting would be convened in the coming weeks.
