The 2017 NDAA would increase base funding by $9 billion and give US soldiers a 2.1 percent pay raise, Ryan noted.
The bill also contains provisions to overhaul the acquisition process and maintains a prohibition against using federal money to transfer detainees from the detention center at Guantanamo Bay, Cuba to the United States.
The US Senate will have to pass the $618.7 billion budget before it goes to President Barack Obama to be signed into law.
