Libya has been plagued by violence since 2011 when a Western-backed uprising toppled longtime leader Muammar Gaddafi.
"While the political process is extremely slow, Daesh takes advantage of the political and security vacuum and is expanding to the West, East and to the South," Kobler explained.
Chaos created by the presence of two rival governments is Libya has created an opening for the Islamic State to infiltrate the North African nation.
US officials say Daesh has doubled its presence in Libya in recent months, and now has more than 6,000 fighters located mainly in coastal region between Tripoli and Benghazi.
The buildup has prompted speculation that Daesh is moving fighters to Libya as a result of pressure from Russia’s and the US-led coalition’s military campaigns in Syria.
