Live Updates: Pro- and Anti-Lukashenko Demonstrators Take to Streets of Minsk

A wave of protests has swept Belarus in the wake of the presidential election that saw incumbent President Alexander Lukashenko re-elected for a sixth term.

The Belarusian Defence Ministry said earlier that it had launched the third stage of a comprehensive combat readiness check, which envisages bringing individual military units to the highest degree of combat readiness and calling up reservists.

The purpose of the check is to assess the ability and readiness of military units to perform tasks in a dynamically changing environment, it said.

A wave of protests has swept through Belarus in response to a presidential election which many claim was rigged. The early days of demonstrations were marked by police violence, but law enforcement officers have since halted their excessive use of force. Over 6,700 people have been detained, and hundreds have been injured, including more than 150 law enforcement officers. According to the Belarusian Interior Ministry, three people have died during the protests.

Russian Foreign Minister Sergey Lavrov said that at a meeting with US Deputy Secretary of State Stephen Biegun he had drawn attention to the proposal of Belarusian President Alexander Lukashenko to carry out a constitutional reform in Belarus.

"We drew attention to the initiative of Belarusian President Alexander Lukashenko, which he put forward even before the presidential election and repeated already in the post-election period — the initiative for constitutional reform as a basis for the consolidation of society with the subsequent organization of presidential, parliamentary and local government elections. I believe a hand is offered to all those who are interested in a stable, united Belarus. Of course, it should be noticed by the opposition and those of our Western partners who are now leading this opposition," the minister said.

The legal team of former Belarusian presidential candidate Svetlana Tikhanovskaya is determined to appeal the Supreme Court's rejection of her complaint over the invalidity of the August 9 presidential election, lawyer Maxim Znak told Sputnik on Tuesday.

"We disagree with the Supreme Court's statement, a supervisory complaint is to follow," Znak said.

The Belarusian army will protect the nation from threats and ensure that order be preserved amid "uneasy circumstances," Chief of the Belarusian General Staff Alexander Volfovich said on Tuesday.

"The troops will exercise combat training tasks at the training ranges. We can see what is happening in and around the country. In these complicated circumstances, the army is ensuring and will be ensuring the military security of the state, people and every given individual who wants to peacefully live and work in Belarus," Volfovich said, as quoted in a press release by the Belarusian Defense Ministry.

"We will not let [anyone] to vandalize our monuments, destroy the education system, intimidate citizens, paralyze transport communications and confuse the moral values of the Belarusian youth. The army categorically rejects all this and is ready to defend the country from these threats," the military official added.

The Supreme Court of Belarus said on Tuesday it had waived the complaints filed by Svetlana Tikhanovskaya and other opposition activists over the August 9 presidential election and would therefore not launch cases into the vote's invalidity.

"Because the Central Election Commission has not declared the presidential election invalid, Tikhanovskaya's complaint over the invalidity of the election is not subject to consideration in court, since such requirements do not fall within the court's competence," the court said on its website.

Similar statements were issued in relation to the complaints filed by Kanopatskaya and Dmitriev.

Belarus must decide for itself whether it needs help from other countries in resolving the current political situation, Kremlin spokesman Dmitry Peskov said on Tuesday.

"The European Union and Russia can express their readiness to provide any possible assistance to resolve the situation, but in this case, the question is whether this assistance is needed by the Belarusian leadership and whether this leadership agrees to accept this [help]. Belarus still has a legitimate government and first of all, it is a matter of its own decision," Peskov told reporters when asked about Borrell's possible visit to Minsk.

"Many countries are currently ready to assist [Belarus] in any way, but this assistance has to be sought by the country itself, first and foremost," he added when asked if Russia was ready to act as a mediator in possible Belarusian political talks.

Belarus constitution has no provisions for the establishment of a civil-led organizations to revise the results of a presidential election, Petr Miklashevich, the head of the Belarusian Constitutional Court, said on Tuesday.

"The constitution does not provide for the possibility of creating public bodies and organizations with an authority to revise the results of presidential elections. Therefore, the creation of the coordination council, which has declared the revision of the Belarusian presidential election as its goal in a manner not prescribed by the constitution and the electoral law, is unconstitutional," Miklashevich said, as quoted by Belarus' Belta news agency.

Belarus opposition is ready to appoint negotiators for talks with the government and is open to accepting international mediation, former Belarusian presidential candidate Svetlana Tikhanovskaya said on Tuesday.

"I declare our readiness for negotiations with the authorities. We are ready to nominate the negotiators. We are willing to consider the mediation of international organizations to facilitate the dialogue," Tikhanovskaya said in an address to the European Parliament.
