In 2009, the court found that Greece failed to follow directives regarding the management of waste, hazardous waste and the landfill of waste. The European Commission expressed its concerns in a letter of formal notice in March 2011 and in a reasoned opinion in January 2012 but to no avail.

"In its judgment delivered today, the Court concludes that Greece failed to take all the necessary measures to comply with the judgment of 2009… The Court considers it appropriate to order Greece to pay, into the EU budget, a lump sum of €10 million in order to prevent a repetition of infringements of EU law in the future," the press release reads.

The decision stipulated a daily penalty of 30,000 euros until full compliance with the 2009 judgment was achieved.
