MOSCOW, February 19. (RIA Novosti correspondent Andrei Malosolov). In working out legislation on mineral resources management, we should ensure, on the one hand, easy access to water and forest resources and, on the other hand, the preservation of ecosystem.
This idea was spoken on Thursday by the Russian Prime-Minister Mikhail Kasyanov opening the governmental session, at which, in particular, a new draft of the Water Code of the Russian Federation was considered.
According to Mr Kasyanov, mineral resources legislation should "allow for fair, rational and transparent access" to mineral resources.
Mikhail Kasyanov reminded that in the current year the government is set to have a system for rational nature management and mineral resources development worked out.
