MOSCOW, FEBRUARY 12, 2004. (RIA NOVOSTI CORRESPONDENT YELENA GLUSHAKOVA). Russian president Vladimir Putin believes that the government should improve the situation in the fish industry.

Speaking at the meeting with his authorized representatives and answering the question put by one of them, presidential candidate Vladimir Putin pointed out that "this is a very serious question which has a national sounding since the means this industry possesses are great.

"This is one of the problems to be solved," he stressed.

Putin expressed hope that when a decision is made on the distribution of quotas and a part of powers is delegated to the regions the situation will change.

The president said he did not know anything about the intention to privatize educational establishments and will pay attention to this issue.

As far as the allocation of quotas to research institutes for catching fish is concerned, "if these quotas are used by dishonest people to make money we do not need such higher schools. The government should streamline the situation in this sphere," Putin concluded.
