The prescriptions, approved and signed by Obama in 2015, had not yet been in force, but were designed to increase the resilience of infrastructure against natural disasters.
Trump decided to abandon the rule several weeks ago because he thought that it would slow down the permit process for infrastructure projects to be approved.
The move has been criticized by many social media users who thought that he didn't take the issue seriously. Many of them were outraged not only about the fact that the he signed the rule away, but also by the fact that right on the same day when the disaster took place he posted a tweet about a new book he had read.

Harvey was downgraded from a hurricane to a tropical storm by the NHC late on Saturday. Harvey is the largest storm to hit the United States since the destructive Hurricane Katrina in 2005.
