"The delegation comprises mainly businesspeople. These are heads of the companies which are engaged in construction of roads and bridges, as well as their maintenance, and construction of residential buildings," Gempel said.
The delegation has already been formed, and the visit is scheduled for October as part of a public diplomacy project, Gempel added.
The Crimean peninsula seceded from Ukraine and was reunified with Russia after more than 96 percent of local voters supported the move in a referendum in March 2014. Ukraine, as well as the European Union, the United States and their allies, did not recognize the move and consider the peninsula to be an occupied territory.
Nevertheless, over 60 delegations from dozens of countries, including France, Italy, and Jordan, have visited Crimea since then, defying Western restrictions. Most recently, a delegation from the German town of Heidelberg visited the peninsula in July, as part of efforts to develop the partnership between the two regions.
