The White Book on Security Policy and the Future of the Bundeswehr by German Defense Minister Ursula von der Leyen was adopted by the national cabinet earlier in the day.

"Sustainable security and prosperity in and for Europe cannot therefore be ensured without strong cooperation with Russia," the paper reads.

"It is therefore all the more important that, in our relations with Russia, we find the right balance between collective defense and increased resilience on the one hand, and approaches to cooperative security and sectoral cooperation on the other," it continued.

Russia has been described as a "challenge to the security of our continent in the foreseeable future," in the Bundeswehr document, which is an update to the 2006 security guidelines.
