MOSCOW (Sputnik) — European security cannot be upheld without robust cooperation with Russia despite it constituting a challenge in the eyes of Germany, a German key security policy paper said Wednesday.
"Sustainable security and prosperity in and for Europe cannot therefore be ensured without strong cooperation with Russia," the paper reads.
"It is therefore all the more important that, in our relations with Russia, we find the right balance between collective defense and increased resilience on the one hand, and approaches to cooperative security and sectoral cooperation on the other," it continued.
Russia has been described as a "challenge to the security of our continent in the foreseeable future," in the Bundeswehr document, which is an update to the 2006 security guidelines.
