In December, the German broadcaster ARD aired a documentary film in which it was claimed that a number of Russian athletes who won gold and silver at the 2012 London Olympics, allegedly bribed officials to conceal the results of their doping tests on the eve of the games. The WADA's Independent Commission (IC) opened an investigation into the allegations, with the results its inquiry released on Monday.
"The IC has identified systematic failures within the IIAF [ International Association of Athletics Federations] and Russia that prevent or diminish the possibility of an effective anti-doping program, to the extent that neither ARAF [All-Russia Athletic Federation], RUSADA [the Russian Anti-Doping Agency] nor the Russian Federation can be considered code-compliant," the report reads.
"Timely action" from the Russian side is required to ensure that the affected athletes do not to miss out on any significant competitions, the report noted.
According to the statement, Moscow's anti-doping laboratory should be stripped of its accreditation and its director should be removed from his position.
