“In France deeds were done, in Germany the sleepers are waiting… Even if you’re in Europe wage your jihad,” Cuspert said in the video, which featured news footage of a January terrorist attack at the headquarters of the Charlie Hebdo magazine in Paris as well as scenes of fighting in Syria and Iraq.
Cuspert, 39, went to Syria in 2012 to take part in the civil war and joined the ranks of the ISIL group. Since then he has featured in several IS propaganda videos, including one that showed a beheading.
Islamic State is a Sunni jihadist group that in 2014 seized vast territories in Iraq and Syria and proclaimed a caliphate in the lands under its control.
ISIL-affiliated extremists have carried out several terrorist attacks in Europe, including the shooting at the Paris office of the Charlie Hebdo satirical magazine, which claimed the lives of 12 people in January.
ISIL recruiters use videos and social networking websites to try to convince young Westerners into joining their cause. In March, French Prime Minister Manuel Valls said the number of Europeans fighting alongside ISIL terrorists in Iraq and Syria could reach 10,000 people by the end of 2015.
