Mironov, speaker of the upper chamber of the parliament, was meeting with deputies of the Legislative Assembly of the Khanty-Mansiysk autonomous region (western Siberia), representatives of the executive authorities and the local administration.
Mironov said he had prepared an evaluation of current Russian legislation.
The speaker said it would take Russia another two to three years to create an adequate legislative base, to bring regional laws in line with federal laws and make Russian legislation truly cohesive.
Speaking about the ongoing process of merging some of the subjects of the Russian Federation, Mironov said that the social welfare of individual families living in the so-called "enlarged territories" must be the determining factor.
"If the enlargement would lead to a deterioration in living standards for the local residents, it should not be conducted," Mironov said.
