RUSSIA-BRAZIL: SUMMITRY BRINGS 10 AGREEMENTS, SPACE STATEMENT

BRASILIA, November 22 (RIA Novosti) - Today's Russian-Brazilian summitry brought ten bilateral agreements signed by delegates who accompanied the negotiators. Presidents Vladimir Putin and Luiz Inacio Lula da Silva also made a joint statement on bilateral partnership for civil-oriented space efforts.

In particular, an intergovernmental convention was signed to avoid dual taxation and prevent income tax evasion.

The two governments also approved cultural, educational and athletic exchange programmes for 2005-07, and a research and technological partnership programme for 2004-06.

A mutual understanding memorandum was signed on electric communication partnership, and an agreement on physical culture and sports.

The Russian-based Zarubezhneft open-end joint-stock petroleum export company, and Brazil's government company Petrobras (Petroleo Brasileiro) signed a general partnership agreement. Russia's foreign trade Vneshtorgbank and Brazil's National Bank for Economic and Social Development, or BNDES, made a bilateral agreement to extend partnership. Russia's Vnesheconombank and Roseximbank signed a tripartite partnership understanding with the BNDES.

The Vnesheconombank and the BNDES mean by their agreement to enhance commercial information exchanges, while preserving deposit secrecy. The Vneshtorgbank/BNDES agreement will make the signatories' links closer through dynamic exchanges of technical, financial and commercial information-also with deposit secrecy preserved.

The Zarubezhneft/Petrobras agreement envisages enhanced partnership in the fuel-and-energy complex, oil and gas prospecting and extracting, building up petrochemical production, laying oil and gas pipelines, and underground gas holder construction. The document also concerns pioneer technologies and knowhow to increase oil and gas production, and promote new fields opened up.

The convention against dual taxation promises to spectacularly encourage bilateral trade and mutual capital investment.

Next comes the space effort partnership memorandum. The memo highlights principal fields and channels of joint civil-oriented space exploration and use.

Last but not least, the electric communication agreement aims to promote partnership and experience exchanges in telecommunication market regulation.
