RUSSIAN PREMIER ON MILITARY-TECHNICAL COOPERATION WITH BULGARIA

SOFIA, October 19 (RIA Novosti) - Russian Prime Minister Mikhail Fradkov sees a potential for military-technical cooperation between Russia and Bulgaria. He said so to journalists after meeting with his Bulgarian analogue Simeon Saxe-Coburg-Gotha.

"Yes, there is a potential", Fradkov said. He noted that this theme was discussed in all directions - machinery supplies, updating of the present equipment, license agreements.

"We have voiced our vision of prospects for cooperation, minding that the matter was delicate in view of the NATO standards", the Russian premier said.

He noted that equipment supplies are also linked to settling debts of the former Soviet Union before Bulgaria.

Russia and Bulgaria recognise the expediency of broadening gas transport capacities on the Bulgarian territory, he said.

"Gazprom is an active worker on the Bulgarian market and accounts for much of gas supply and transit. This question was under discussion and we have recognised the expediency of broadening the gas transport capacities (to Bulgaria)", Fradkov told journalists.

He said that during the meeting he voiced the interest of Russian organisations in some energy projects in Bulgaria, such as completion of the Belene nuclear power plant.

This project of Soviet-Bulgarian cooperation "is fit for updating and further use, provided safety is provided for", Fradkov said.

In discussion was also the participation of Russian energy companies in the privatisation of energy facilities in Bulgaria.

Simeon Saxe-Coburg-Gotha told journalists that in the privatisation procedures "there will be no selection or discrimination regarding the companies".

"All the procedures will be transparent, correct and any Russian company working in this way will be welcome", the Bulgarian prime minister said.

It was said that Russia and Bulgaria view topical the overland pipeline project Burgas-Alexandupoulis.

"We think this project topical for all the potential members. I hope that it will be discussed in a three-party format very soon", Russian Prime Minister Mikhail Fradkov told journalists.

"We have discussed the question today and stressed that each party will consider its economic expediency in the context of European integration", Fradkov said.

The Burgas-Alexandroupolis project intends the participation of Russia, Bulgaria, Greece and will be an alternative to oil shipments by sea through the Black sea straits.

During Mikhail Fradkov's visit to Bulgaria these documents were inked - the intergovernmental agreement on the promotion of cooperation between the two countries' regions, programmes of long-term energy and legal cooperation, memorandum on mutual understanding in preparing the ferry communication project Kavkaz port (Russia)-Varna port (Bulgaria) and some others.
