RUSSIA, BRAZIL TO MOVE TOWARDS ESTABLISHING TECHNOLOGICAL ALLIANCE - FRADKOV

MOSCOW, October 12 (RIA Novosti) - Russia and Brazil should move towards establishing a technological alliance between the two countries, said Russia's Prime Minister Mikhail Fradkov opening the third session of the Russian-Brazilian Top Commission for Cooperation on Tuesday.

"We believe that the time has come to move towards establishing a kind of a technological alliance between Russia and Brazil involving among other things military technical cooperation", said Mr. Fradkov.

According to the premier, the alliance should be tasked with Implementation of long-term hi-tech projects.

"There is a political will for developing the cooperation and it must be transformed into political interaction", Mr. Fradkov pointed out.

"Our meeting is proceeding against the background of expanding relations, more intensive contacts and growing confidence, stated the prime minister, It must be specially emphasized that the current session is a key phase for preparing the Russian-Brazilian November summit, when Russia's President Vladimir Putin is expected to visit Brazil".

The premier pointed out the growing interest in the two countries' business community to cooperation and establishment of direct business contacts.

At the same time, according to him, Russia and Brazil will have to overcome the negative trade balance and the problems related to phytosanitary control of agricultural products.

The Russian premier noted that another promising cooperation area for Russia and Brazil could lie in investment cooperation. "Unfortunately, it does not exist now, but it is the very sphere where our enterprises could establish close links", said Mr. Fradkov.

He called upon Brazilian businessmen to work in Russia intensively in the sphere of agriculture, light and food industry. "I think your companies will find serious commercial interests in Russia", said Mr. Fradkov.

"A good basis for present and future contacts should be constituted by the contractual and legal base, therefore in the near future we hope to sign the Double Taxation Prevention Convention and develop a bill on mutual protection of capital investments", concluded Mr. Fradkov.

Speaking at the commission's session, Brazil's vice-president Jose Alencar pointed out that the Russian economy's growth proved the right line of the president and the government of the Russian Federation.

"The Russian economy's growth over the period of Vladimir Putin's stay in power is obvious: last year the Russian economy grew by 7% and perspectives of this year are even more promising, which is a recognition of the fact that the Russian economy performs well", said Mr. Alencar.

"The growing investments to the Russian economy as well as the increase in an average working person's income shows the efficiency of your policy", he noted.

Addressing the issue of joint projects, the Brazilian vice-president pointed out cooperation in the trade and economic area as well as in the area of research and technology, in particular, space exploration, aviation, agriculture, electrical energy and peaceful use of nuclear power.
