RUSSIA RESHUFFLES FEDERAL ALLOCATIONS

MOSCOW, June 16 (RIA Novosti) - Russia reforms its budgeting, so next year's federal expenditures will have quite a different arrangement, a government official said to the media before tomorrow's Cabinet session, which will debate basic budgetary indices.

The budget will have a mere eleven sections, as against a previous 28, with lump expenditures earmarked at 2,916,200 million roubles, roughly US$100 billion.

The budget draft earmarks 489.5 billion roubles, or 2.7% of the gross domestic product, for federal matters. National foreign and domestic debt service, which enters this session for a first time, will account for 255.8 billion of this, 1.4% GDP.

Defence expenditures will make 519.5 billion roubles, 2.9% GDP.

National security and law enforcement, 388.2 billion, 2.1% GDP.

National economy, 208.1 billion, 1.1% GDP.

Municipal housing economy, 257.8 billion.

Environment protection, 4.3 billion.

Education, 101.4 billion, 0.6% GDP.

Culture, cinematography and the media, 29.5 billion, 0.2% GDP.

Health and sports, 49.9 billion, 0.3% GDP.

Social welfare, 154.5 billion, 0.9% GDP.

Intrabudgetary transfers, i.e. aid to lower-level budgets, 869 billion, 4.8% GDP.

Apart from the above eleven sections, the budget will have special clauses for government capital investment, 79.4 billion, 0.4% GDP, and a government reserve of 29.1 billion, 0.2% GDP.

As was announced today, the Finance Ministry intends a 20% salary indexation for government-financed companies and offices, as of January 1, 2005. The percentage is fixed in draft basic budget indices, a ministry spokesman said to newsmen. "This is not final-it's a mere proposal by the Finance Ministry. The Ministry of Health and Social Development will work on it," he added.
