Iraq has authorized Russia's COVID-19 vaccine Sputnik V for emergency use, Health Ministry spokesman Saif al-Badr said on Thursday.

"After the approval of the (Russian Sputnik) vaccine by the Ministry of Health, and based on what was presented by Minister of Health Hassan Al-Tamimi in the Council of Ministers, he directed, in turn, direct contracting with Sputnik and [Russian pharma company] R Pharm to import the vaccine," al-Badr told the INA news agency.

He noted that the prime minister had instructed the oil minister, who is currently on a visit to Russia, to sign a contract to import the Russian vaccine.

The Russian Direct Investment Fund (RDIF) has confirmed that Iraq became the 45th country in the world to register Sputnik V, which one of the world's top three coronavirus vaccines in terms of the number of approvals issued by national regulators.

"The total population of 45 countries which have registered Sputnik V now exceeds 1.2 billion people. The vaccine is now authorized in 8 countries of the Middle East and we are seeing rising demand for it. Sputnik V is already one of the key global vaccines to fight coronavirus," RDIF CEO Kirill Dmitriev added.

According to the Iraqi Health Ministry, the first 1 million doses of the Sputnik vaccine will arrive in the country within two weeks.

The US Treasury Department announced on Thursday a $9 billion Emergency Capital Investment Program (ECIP) to provide funding to communities traditionally excluded from the financial system and ones that have struggled the most during the coronavirus crisis.

“The program will ultimately invest $9 billion in Community Development Financial Institutions (CDFIs) and minority depository institutions, supporting their efforts to provide financial products for small and minority-owned businesses and consumers in low-income and underserved communities,” the Treasury Department said in a news release.

The $9 billion ECIP will also complement some $3 billion of grants provided by the CDFI Fund through the CDFI Rapid Response Program and the Emergency Support and Minority Lending Program, the release said.

“America has always had financial services deserts, places where it’s very difficult for people to get their hands on capital so they can, for example, start a business. But the pandemic has made these deserts even more inhospitable,” US Treasury Secretary Janet Yellen said in the release. “The Emergency Capital Investment Program will help these places that the financial sector hasn’t typically served well. It will allow people to access capital, especially in communities of color and rural areas.”

The Treasury Department explained the programs under the ECIP were designed to provide relief at a moment when many households and small businesses were struggling as a result of the coronavirus pandemic, and the pain was not evenly distributed across the country.

Aside from piecemeal programs like the ECIP, the Biden administration is also working to issue through Congress a $1.9 trillion COVID-19 relief bill, which will provide, among others, $1,400 checks to most Americans and grants for small businesses.

World Health Organization (WHO) Regional Director for Europe Hans Henri Kluge praised on Thursday as "good news" the beginning of the rolling review of Russia's Sputnik V coronavirus vaccine by the EU drug regulator.

"We believe that this is good news, we have been saying before that the Russian Federation does have a robust and proven past of vaccine development, manufacture, and uptake. They had a major role in the fight against polio and yellow fever among other ones. But we are always very consistent, independent of the country of origin, the same criteria go for quality, safety, and efficacy, and we desperately need to enlarge our portfolio of vaccines, so I see this as a very welcome development," Hans Henri Kluge said at a WHO press briefing.

Germany authorizes the use of the AstraZeneca vaccine for those over 65 years old as sufficient data has surfaced proving its effectiveness, but the interval between the first and second shots will be extended to the maximum of 12 weeks, Chancellor Angela Merkel said on Wednesday.

"The [German] vaccine commission, whose recommendations we are happy to follow, will authorize AstraZeneca for older age groups," she said during a meeting with regional health authorities.

Previously the vaccine was recommended only to people under 65 years of age due to insufficient data on its effects on older people. However, Merkel told the reporters after the meeting that recent studies had now provided enough evidence to approve it for all ages.

"The pause between the first and second shot should be used effectively, which means that the second dose should be administered at the very end of this period. For Pfizer/BioNTech it is 42 days, for AstraZeneca — 12 weeks. This way we can vaccinate the most number of people, " she said.

The German government was severely criticized for its previous stance on AstraZeneca, which fueled negative public perception of the vaccine. It resulted in mass rejections of vaccination with the vaccine, leaving the country with thousands of unopened doses.

Italy has approved giving a single shot of a coronavirus vaccine to recovered patients provided that they recovered at least three months prior, the country's health ministry said on Thursday.

According to the ministry, the initiative has already received the support of the Italian Higher Health Council, the ministry's senior advisory body.

"Vaccination [with a single dose] is to be done no earlier than three months after a diagnosed infection and preferably six months after it," the ministry said in a statement, signed by Giovanni Rezza, the head of the Department of Infectious Diseases at the Italian National Institute of Health, which operates under the health ministry.

Meanwhile, the ministry allowed for reconsidering the practice in case of the emergence of viral strains that pose an increased threat of repeated infection.

The Italian authorities have set an objective to vaccinate at least 70 percent of the population and achieve herd immunity by early autumn. The country has been ratcheting up its vaccination campaign, with over 120,000 people getting a vaccine daily, which is still not enough to meet the lofty goal.
