Live Updates: Mexico's Registered COVID-19 Death Toll Reaches 89,171

The global death toll from the coronavirus infection has topped 1.15 million; almost 43 million cases have been detected, and over 28.8 million of those have recovered, according to Baltimore, Maryland's Johns Hopkins University, which tracks and compiles data from national and local authorities, the media and other sources.

In the United States, which has the highest tally, new cases have topped 83,700 for a second day in a row, taking the total to 8.6 million.

India and Brazil, which come next on the list, have reported 50,129 and 26,979 new infections, respectively.

Philippine President Rodrigo Duterte said on Tuesday that to prevent the risk of corruption, he would support an intergovernmental deal to buy COVID-19 vaccines.

Another spike in coronavirus cases is expected in Russia in February-March, Natalya Pshenichnaya, Deputy Director for Clinical and Analytical Work of the Central Research Institute of Epidemiology of Rospotrebnadzor, Russia’s national public health watchdog, told Sputnik.

"After the New Year holidays, in February-March, the epidemiological process will intensify again and we will probably return to summer figures only closer to the summer [of 2021]," Pshenichnaya said.

She explained that in order for COVID-19 cases to take a downward turn the majority of the population needs to become unresponsive to the virus, either through vaccination, or by acquiring antibodies after recovering from the coronavirus infection, or thanks to the lymphocytes' cell memory that will help fight the infection without antibodies.

Self-isolation is not necessary for Israeli Prime Minister Benjamin Netanyahu despite the fact that a secretary working in his office tested positive for COVID-19, the country’s Health Ministry said on Monday.

"After reports emerged about a secretary who was diagnosed with the coronavirus, an epidemiological investigation was carried out to interrupt the chain of infections. It turned out that isolation is not required for Prime Minister Benjamin Netanyahu" the ministry said.

Earlier in the day, Netanyahu’s office confirmed that the secretary had contracted COVID-19.

The Czech Republic is imposing a new coronavirus curfew, prohibiting its citizens to be out in the streets between 9:00 p.m. and 5:00 a.m. starting from Wednesday, Health Minister Roman Prymula said.

"The exception from the new rule will be a work trip or some emergency situation, as well as walks with pet dogs at a distance of up to 500 meters [0.3 miles] from home," Prymula announced late on Monday.

The health minister added that state and private organizations and companies are being advised to have their employees work from home.

The new curfew will be in effect starting from October 28 until November 3, according to Prymula.

According to the latest Czech Health Ministry data, the country has confirmed over 263,500 coronavirus cases, while the death toll stands at over 2,330. There are currently more than 162,800 active COVID-19 cases in the country, with more than 5,600 people remaining in hospitals.

Moscow has registered 61 deaths of patients infected with COVID-19 over the past 24 hours, bringing the Russian capital's death toll to 6,503, the city's coronavirus response center said in a statement on Monday.

"Another 61 patients, who were diagnosed with pneumonia and tested positive for the coronavirus infection, died in Moscow," the center said.

In the previous day, 62 people infected with the coronavirus died in Moscow.

Russia's second registered vaccine EpiVacCorona is included in the recommendations of the health ministry for the treatment and prevention of COVID-19.

"In Russia, two vaccines have been registered for the prevention of the new coronavirus infection COVID-19 in adults from 18 to 60 years old ... On August 11, 2020, a combined vector vaccine (Gam-COVID-Vac) was registered, on October 13, 2020, a vaccine based on peptide antigens (EpiVacCorona) was registered," the section of the document on the specific prevention of coronavirus in adults says.

The World Health Organization (WHO) warned people on Monday against relying too much on their negative COVID-19 test when making a decision to go out and determining their own behaviour.

"I'm certainly full aware that people are using a single test as a reason to go out and party but if they are going it's very, very short-sighted and, quite frankly, very silly and very dangerous," Michael Ryan, the executive director of the WHO's Health Emergencies Programme, told a virtual briefing.

He explained that a negative test was not a guarantee.

"The testing we have right now — be it PCR-based testing or antigen testing — it tells you whether you have effectively got the virus in your body or not, in other words, whether or not you have an active infection. It tells you nothing about your future risk ... You can be positive the next day based on an exposure you had a week ago," Ryan said.

So, "to base your activities or your behavior on that is frankly a dangerous thing to do," as one risks bringing disease home or to their friends by attending social gatherings or a church, the WHO official concluded.

The number of COVID-19 cases in Spain has increased by 52,188 over the weekend, the country's health ministry said.

The total number of confirmed cases currently stands at 1,098,320, it added. 

The overall death toll from the infection rose to 35,031.

The response to the coronavirus spread in Europe is "well behind" what it should have been, Michael J. Ryan, the executive director of the WHO's Health Emergencies Programme, said on Monday.

"We need to get ahead of this virus and then we need to stay ahead of this virus. Sometimes in a race you can use certain tactics at a certain time. Right now, we're well behind the virus in Europe," Ryan told a virtual briefing.

"So getting ahead of it will take some serious acceleration in what we do and maybe a much more comprehensive nature of measures that are going to be needed to catch up with and get ahead of this virus," he added.

Avoiding repeated nationwide lockdowns is possible, but conditional on a concerted effort by governments and citizens to abide by proven prevention techniques, Maria van Kerkhove, the COVID-19 technical lead at the World Health Organization (WHO), said on Monday.

"We need everyone to contribute. We can avoid national lockdowns. We can avoid massive restrictive movements if everyone plays their part," van Kerkhove told a virtual press briefing, stressing that it would require personal "sacrifices" from individuals.

Governments, on their part, are now equipped with tools, such as ample testing and "finding suspect cases," which could enable them not to lock down entire countries again, like it was the case in the spring, the WHO official said.

WHO declared COVID-19 a pandemic on March 11. To date, there have been almost 43 million cases confirmed worldwide, including over 1.1 million deaths.

German Chancellor Angela Merkel plans to introduce "light quarantine" in Germany in connection with the increase in the coronavirus infection incidence, the Bild tabloid said on Monday.

The chancellor and 16 heads of German states can agree on a new model of restrictions at a meeting on Wednesday, the newspaper said, citing its own sources.

Presumably, schools and kindergartens will continue to work, shops will work with restrictions, restaurants and bars will be closed, and public events cancelled, the newspaper said.

Malaysia has extended restrictive measures aimed at curbing the spread of COVID-19 until November 9, Senior Security Minister Ismail Sabri Yaakob said on Monday.

The decision was made based on the assessment of the Health Ministry that said the areas of Selangor, Kuala Lumpur and Putrajaya were high-risk locations, according to the Straits Times newspaper.

"Taking into account this risk, the government has agreed to extend the Conditional Movement Control Order (CMCO) in Kuala Lumpur, Putrajaya and Selangor for 14 more days, from October 27 to November 9," the official said, as quoted by the outlet.

Under the CMCO, all economic activities are allowed, however, social activities and cross-district travel are banned. Only two people are allowed to leave a house at a time. For those who work, passes are required.

A sharp increase in new coronavirus cases began in September in the Sabah province, followed by areas close to Kuala Lumpur and other parts of Malaysia. Since October 1, the increase in new cases in Malaysia has crossed the mark of 200 cases per day. On Monday, the country recorded 1,240 new COVID-19 cases and seven more deaths.

To date, Malaysia has confirmed over 27,800 COVID-19 cases, with a death toll of 236.

The management of Spanish football club Barcelona has demanded the cancellation of a vote of no confidence in its head, Josep Bartomeu, because of the COVID-19 restrictions, the Mundo Deportivo newspaper reported on Monday.

On Sunday, FC Barcelona sent a letter to the government of the Catalonia region, requesting that the vote set for November 1-2 be cancelled, because of a state of emergency that was implemented in Spain to contain the spread of COVID-19.

According to Spanish newspaper Sport, Bartomeu will resign if the government does not postpone the vote.

Under Bartomeu's leadership, Barcelona has changed four head coaches. In August, the team lost 2-8 to Bayern in the Champions League quarterfinals and dropped out of the tournament.

Bartomeu's management forced 20,687 members of Barcelona to sign the motion for a vote of no confidence in him.

Norway is imposing tougher measures to curb the spread of the coronavirus infection after a recent rise in the number of COVID-19 cases, Prime Minister Erna Solberg announced on Monday.

She added that these measures will include stricter requirements concerning private gatherings and suspension of exceptions to quarantine rules that have been applied to foreign workers arriving in Norway until now. Starting from 31 October, all foreign workers will have to self-isolate for ten days upon arrival, the minister said.

The Italian professional associations and celebrities from film, theater and classical music industries on Monday urged the country's Prime Minister Giusppe Conte to revise the latest coronavirus-related ban on cultural events, which was set to last for almost a month.

The renowned Italian conductor Riccardo Muti appealed to Conte, asking him to "revive theatrical and musical activities" in the letter published by the Corriere della Sera newspaper.

"The impoverishment of the mind and spirit is dangerous and also harms the health of the body. ... Theaters are run by people who are aware of the anti-COVID regulations and the recommended safety measures have always been respected," Muti said.

Carlo Fontana, the president of AGIS association, which brings together Italian entertainment companies, said in a separate letter published by the la Repubblica newspaper, that they "had proven to be some of the safest venues for public events and have made large investments to step up the measures," adding that the new closure would lead to a crisis that would be difficult to avert.

Ticket sales for cultural events during the spring lockdown fell by 75 percent, while 20 percent of movie theaters in the country never reopened, according to the newspaper.

A number of prominent directors, screenwriters and actors have also addressed Conte and Culture Minister Dario Franceschini, criticizing the ban on theaters and cinemas.

The letter, signed by more than 100 cultural figures and specialized associations, calls for an open discussion of "action devoid of logic and use."

Like most other countries in Europe, Italy has faced a spike in daily registered COVID-19 cases in October. Several Italian regions, namely Lombardy, Lazio and Campania, have imposed curfews in response to the increased infection rate.

Mayor of Moscow Sergey Sobyanin on Monday examined a reserve hospital, which was designed for the treatment of COVID-19 patients, located on the territory of the medical complex in Moscow’s district of Kommunarka.

"The fifth-largest reserve hospital has been constructed based on one of the major anti-coronavirus centers, the medical complex in Kommunarka," Sobyanin said.

The mayor added that Moscow "has put into operation reserve hospitals, which have allowed us not to impede regular and emergency health care service."

The hospital in Kommunarka has been equipped with 1,249 beds, including 330 beds in Russia’s largest intensive care unit. All the beds have oxygen delivery devices.

Moscow has a sufficient reserve of beds, including at temporary hospitals and the Krylatskoye Ice Palace, Sokolniki exhibition center, Moskva automobile dealership center and Pavilion No. 75 at VDNKh.

Russia has registered a new record single-day increase of 17,347 COVID-19 cases in the past 24 hours, up from yesterday's 16,710, taking the cumulative total to 1,531,224, the country's coronavirus response center said on Monday.

"In the past 24 hours, Russia has confirmed 17,347 COVID-19 cases in 85 regions, of which 4,803 (27.7 percent) were detected actively, with people showing no clinical symptoms," the response center said, adding that the case count has reached 1,531,224.

The largest increase was identified in Moscow, where 5,224 new positive tests were registered (up from 4,455 yesterday). A total of 715 new cases were recorded in St. Petersburg (up from 709 yesterday) and 499 cases were confirmed in the Moscow Region (up from 491 yesterday).

As many as 219 coronavirus patients died in the past 24 hours, down from 229 yesterday, raising the country’s death toll to 26,269.

A total of 7,574 coronavirus patients were confirmed to have recovered over the past day, down from 7,704 yesterday, bringing the total to 1,146,096.
