COVID-19 epidemics in Central and South Africa are particularly complex and require international cooperation, Executive Director of the World Health Organization's Health Emergencies Programme Michael J. Ryan

"I would say right now the epidemic in Central and South America is the most complex of all of the situations we face globally and one in which the world needs to work and come to the support and aid of countries in the region in order to assist them in dealing with this high-impact pandemic," Ryan told a virtual briefing.

Strong government leadership and strong international solidarity are needed to combat the epidemic in Latin America, the WHO official said.

"And we need leadership from within Latin America to bring the disease under control. It is not one country, it is many, many countries experiencing very severe epidemics with what we saw in Europe and North America — health systems now coming under real strain, intensive care beds not being available in countries to cope with the disease and a lot of fear and confusion at community level for different reasons," Ryan said.

New York City, once the global epicenter of the coronavirus pandemic, has started reopening after nearly three months of lockdown, Mayor Bill de Blasio announced.

“This is the place where it was going to be the hardest to make a comeback,” de Blasio said, as the city entered Phase 1 of reopening. “And yet, New York City is so strong and resilient - we are making that comeback.”

Up to 400,000 workers employed in construction, manufacturing, wholesale supply and non-essential retail for pickup are expected to return to business as the city enters the first phase, the mayor said.

Japanese Industry Minister Hiroshi Kajiyama said on Monday that the government would review the legitimacy of the outsourcing process used to help businesses hit by the coronavirus pandemic through a relief package, which was subcontracted to Japan's Dentsu advertising giant, media reported.

According to the Kyodo news agency, citing Hiroshi, the ministry will have a panel of outside experts for the investigation as early as this month amid questions over a program to pay cash benefits of up to 2 million yen ($18,000) each to small- and medium-sized businesses that have been affected by the pandemic.

The Economy, Trade and Industry Ministry had contracted a private entity, Service Design Engineering Council, for some 76.9 billion yen, and then further subcontracted the work to Dentsu for around 74.9 billion yen. The country’s opposition parties criticized the subcontracting, claiming that the extra 2 billion yen inflated the cost of the work and was a waste of taxpayer money.

"Some have voiced skepticism about the program, so we decided to hear from some people from the outside. If anything needs to be fixed or goes against common sense, we have to work to remedy that," Hiroshi told reporters, as quoted by the news agency.

Dentsu reportedly further subcontracted the task to two other companies.
