According to earlier reports, Maduro declared at the session that the country’s executive branch would be subordinate to the National Constituent Assembly.

On July 30, Venezuela held an election of members to the Constituent Assembly, a new legislative body with the power to amend the Constitution. The election took place against the backdrop of mass, deadly protests across the country. Venezuelan opposition, as well as the European Union and the United States, have refused to recognize the body's legitimacy.
