MOSCOW (Sputnik) – In February 2015, a peace agreement was signed between the two sides in the Belarusian capital, Minsk. The deal stipulates a full ceasefire, a weapons withdrawal from the line of contact in eastern Ukraine, an all-for-all prisoner exchange and constitutional reforms, which would give a special status to the self-proclaimed people's republics of Donetsk and Lugansk.
“In order to hold elections it’s necessary to fulfill a whole range of conditions that are clearly written and signed by the representatives of Ukraine and all of this is written in the Minsk agreements. We don’t need any interpretations or any other new initiatives here. Either this document and its provisions simply need to be followed, and there is no other alternative, according to the opinions of all of the participants of the Minsk process, or one of the parties needs to acknowledge its inability to fulfill the provisions of this document,” Peskov told journalists.
The country's regions of Donetsk and Lugansk agreed to postpone their local elections until 2016. Before elections in those regions can take place, Ukrainian authorities must fulfill all their obligations under the Minsk peace agreement.
