Kiev is seriously violating the Geneva agreement by activating its military in southeastern Ukraine, the Russian Foreign Ministry said Thursday.

MOSCOW, November 6 (RIA Novosti) – Kiev's deployment of troops in southeastern Ukraine is a serious breach of the agreement reached in Geneva in April, the Russian Foreign Ministry said Thursday.

According to the April 17 Geneva agreement, "the conflicting sides must refrain from any forceful actions, frightening, and provocations" between Kiev authorities and the authorities in the self-proclaimed Donetsk and Luhansk people's republics.

"It has become obvious that all of these agreements have been seriously breached by the Ukrainian side," the ministry said on its website.

Moscow has said it has doubts about returning to the Geneva format of talks on the situation in Ukraine. The Geneva format includes representatives from Russia, the European Union, the United States and Ukraine.

"In looking at the current situation, the question arises as to the practicality of returning to a format that has not brought the expected results," the ministry said.

The ministry added that instead of de-escalating the situation in eastern Ukraine, Kiev has begun "deploying heavy military equipment that has led to the deaths of thousands of human lives and great destruction."

"Instead of a real constitutional reform and establishing dialogue with its own people, [Kiev] undertook some behind-the-scenes moves, which have so far resulted in nothing but empty promises," the ministry concluded.

The Ukrainian government and pro-independence forces of the country's southeast reached a ceasefire agreement on September 5. However, both sides have since accused each other of numerous violations of the truce.
