Russia launched a special military operation in Ukraine in late February after Kiev's attacks on the people's republics of Donetsk and Lugansk resulted in mass evacuations of civilians.
Since October 10, Russia has been carrying out precision strikes against Ukrainian infrastructure in retaliation for Ukrainian attacks on Russian infrastructure - including the deadly blast on the Crimean Bridge.
Over the past months, air raid alerts have been sounded in Ukrainian regions every day - and according to Ukrainian authorities about 50% of the country's energy infrastructure had been damaged. Kiev has urged people to reduce the use of electricity and resorted to rolling blackouts.

IAEA Preparing for Permanent Deployment of Experts at 4 Ukrainian NPPs
he International Atomic Energy Agency said on Friday it was preparing to permanently deploy experts at four Ukrainian nuclear power plants, including one at Chernobyl.

"The IAEA is preparing to deploy IAEA teams on a continual basis to four other Ukrainian nuclear facilities, the Khmelnitsky, Rovno and South Ukraine nuclear power plants (NPPs), as well as the Chornobyl site, as agreed last week by Ukrainian Prime Minister Denys Shmyhal and IAEA Director General Grossi. These missions aim to provide technical support and assistance as needed in order to help maintain a high level of nuclear safety and security and reduce the risk of a nuclear incident or accident," the statement says.
