The number of migrants fleeing to Italy via Libya continues to increase despite a clandestine deal reportedly made between Rome and a human-smuggling gang in the Libyan port of Sabratha, according to the Guardian. The deal was previously criticized by General Khalifa Haftar, leader of the Libyan National Army, who offered to provide the manpower to stem the flow of refugees if he was provided with necessary equipment like drones and helicopters.
