Russian President Vladimir Putin is unable to attend the humanitarian summit in Istanbul due to his busy schedule, but Russia will be represented at a different level, Kremlin spokesman Dmitry Peskov said Friday.

MOSCOW (Sputnik) – The first International Humanitarian Summit will be held in Istanbul May 23-24.

“The president’s working schedule simply cannot allow for this trip unfortunately, there is no room in the schedule for this trip, so Russia will be represented at a different level,” Peskov told journalists.

Russian-Turkish relations deteriorated following the downing of a Russian Su-24 bomber by a Turkish F-16 fighter in Syria on November 24, 2015. Moscow imposed a number of restrictive measures on Ankara in response to what Russian President Vladimir Putin classified as a "stab in the back."
