DAMASCUS (Sputnik) — The envoy noted that Russia could only propose the Syrian leadership on the distribution of the humanitarian aid.
"Russia is providing military assistance only to the government of Syria. We do not provide weapons to anyone ‘on the ground’ and do not sponsor anyone," Kinshchak told RIA Novosti in an interview.
Russia considers President Bashar Assad to be the legitimate Syrian authority and has launched an air campaign in Syria on September 30 following a request from Assad.
Moscow has also been providing the beleaguered Syrian civilian population with humanitarian aid.
