On November 28, the Russian president signed a decree on economic measures against Ankara in retaliation for the downing of a Russian Su-24 over Syria. The decree, which enters into force on January 1, 2016, includes a ban on the employment of Turkish citizens by Russian employers. The Russian government later published a list of 53 companies and organizations that would not be affected by the ban.
"There are no travel companies on the list. For example, from the beginning of next year, tour operators with Turkish roots will not be able to employ Turkish nationals, but…the decree does not mention anything about Turkish citizens who are already working in these companies…which means that they can continue their work," the union said in a statement.
Russian President Vladimir Putin described the downing as a "stab in the back" performed by the "accomplices of terrorists," and later introduced a set of economic measures against Turkey, prohibiting the import of some food products from Turkey, as well as charter flights in both directions.
