Russian Tour Operators Unable to Hire Turkish Citizens in 2016

Russian tour operators with Turkish roots will not be able to employ Turkish nationals, but Turkish citizens who are already working in these companies can continue their work, according to the Russian Union of Travel Industry.

Turkey Takes Steps to Protect Troubled Tourism Sector Amid Russia Ban
MOSCOW (Sputnik) — Russian tour operators will not be able to employ Turkish nationals, as no operator has been exempted from the ban on hiring Turkish nationals, the Russian Union of Travel Industry announced on Friday.

On November 28, the Russian president signed a decree on economic measures against Ankara in retaliation for the downing of a Russian Su-24 over Syria. The decree, which enters into force on January 1, 2016, includes a ban on the employment of Turkish citizens by Russian employers. The Russian government later published a list of 53 companies and organizations that would not be affected by the ban.

"There are no travel companies on the list. For example, from the beginning of next year, tour operators with Turkish roots will not be able to employ Turkish nationals, but…the decree does not mention anything about Turkish citizens who are already working in these companies…which means that they can continue their work," the union said in a statement.

Moscow's relations with Ankara deteriorated after a Russian Su-24 aircraft was downed on November 24 by a missile fired from a Turkish F-16 fighter over Syria in response to an alleged violation of Turkish airspace by the Russian jet.

Russian President Vladimir Putin described the downing as a "stab in the back" performed by the "accomplices of terrorists," and later introduced a set of economic measures against Turkey, prohibiting the import of some food products from Turkey, as well as charter flights in both directions.
