MOSCOW, October 28 (RIA Novosti) — Russian President Vladimir Putin said Tuesday that security measures at the 2018 FIFA World Cup must be effective, but should not create discomfort for athletes or fans.

"I have to emphasize that security measures should be efficient, but not excessive. They must not create problems or discomfort for athletes or football fans," Putin said at a meeting of the Russia-2018 preparatory committee.

"We have to ensure close cooperation and coordination of all agencies and services involved. Personal responsibility is a must," Putin stressed.

The president said he was confident that all preparatory work for the World Cup will be completed on schedule and with the highest quality.

Earlier on Tuesday, FIFA President Joseph Blatter said he fully supports holding the World Cup 2018 in Russia and trusts the country’s government.

A total of 11 Russian cities will host the 2018 FIFA World Cup. Thirty-two national teams are set to take part in the event.
