On July 13, 1992, the Presidium of the Russian Federation’s Supreme Soviet (Parliament) issued its resolution proclaiming June 22 the Day of Memory of the Motherland’s Defenders. As per the June 8, 1996 Presidential Decree, the day of the start of the Great Patriotic War was proclaimed the Day of Memory and Sorrow.

Before 1992, the day of the start of the Great Patriotic War was not officially celebrated. On July 13, 1992, the Presidium of the Russian Federation’s Supreme Soviet (Parliament) issued its resolution proclaiming June 22 the Day of Memory of the Motherland’s Defenders. As per the June 8, 1996 Presidential Decree, the day of the start of the Great Patriotic War was proclaimed the Day of Memory and Sorrow.
