Russian Prime Minister Vladimir Putin has ordered special one-off payments for people injured in Saturday's blast in the North Caucasus republic of Kabardino-Balkaria, a government spokesperson said on Monday.

An explosive device went off at a race track in Nalchik on Saturday afternoon, injuring some 30 people.

One of the blast victims, a 104-year-old World War II veteran, died later in hospital.

The injured will get compensation payments ranging from $5,000 to $10,000. The dead man's family will receive some $23,000.

Police say that, according to preliminary data, the explosive device was equipped with a timer mechanism and the power of the blast equaled between three and five kilograms of TNT.

The explosion is being treated as a terrorist attack.

In 2005, up to 200 people were killed when a group of militants attacked Nalchik.
