CNN.com reported that the blast occurred at the Kleen Power Plant in Middletown, near the state's capital of Hartford, at about noon local time.

The agency reported, citing a deputy fire marshal, that about 50 construction workers were at the scene when the blast occurred, adding that the rescue operation is still underway.

"The mayor has been assured that this is an industrial accident," the agency said, quoting a statement from Middletown Mayor Sebastian Giuliano.

He added that there is no threat to the public health after the blast and it was unlikely to be an act of terrorism.
