"Firefighters recovered the bodies of two dead people from the debris, another six were hospitalized," Viktor Beltsov said.
Another emergency official said two people had been seriously injured and hospitalized, while three people were taken to hospital to be treated for shock. One woman refused hospital treatment.
Thirty people were evacuated from the destroyed apartment block and accommodated in a recreation center. Psychologists and rescuers are working at the site.
An investigation is underway.
