OSCE presses Transdnestr to lift ban on foreign-funded NGOs

CHISINAU, March 16 (RIA Novosti) - The mission of the Organization for Security and Cooperation in Europe (OSCE) in Moldova called on the authorities of Transdnestr, Moldova's breakaway republic, Thursday to recall their decision to ban the funding of non-governmental organizations from abroad.

It was reported earlier that Transdnestr leader Igor Smirnov signed a resolution on March 8 prohibiting noncommercial organizations from receiving direct or indirect funds or property from international organizations, countries, foreign citizens or anonymous sources. The move was said to have been made to bolster state security and prevent political destabilization in the republic.

The OSCE mission in Moldova urged the Transdnestr authorities to review and abolish the resolution immediately, saying that the document contradicted the principles and spirit of the Helsinki Final Act, which laid down specific principles for the conduct of relations between states and common values shared by OSCE countries.

The mission said in a statement that the decision would affect the international support for the people of the small isolated region, including projects to promote democracy, human rights, freedom of the press, the fight against human trafficking and programs to assist Transdnestr's educational, social and healthcare organizations and institutions.
