Below is a summary of the main energy-related events in Russia, the CIS and neighboring countries on December 23, 2005

* Russian President Vladimir Putin signed a decree and a law on liberalization of Gazprom shares, sending the Russian natural gas giant's shares up 2% at the market's close

* Gazprom said it expected Ukraine to make a decision on its proposals on Russian natural gas supplies and transit via Ukraine today or Saturday

* Gazprom said contracts for gas transit and export via Ukraine should be signed separately

* Gazprom said it was ready to share control in the International Consortium for Managing and Developing the Gas Transportation System of Ukraine with Ukraine on a parity basis, a company senior official said

* Russian state-owned oil company Sibneft said former Gazprom Deputy Board Chairman Alexander Ryazanov had been appointed its president

* Sibneft said its shareholders held an extraordinary meeting to elect a new Board of Directors that includes seven executives from energy giant Gazprom and two from embattled oil major Yukos

* Gazprom said it was not holding any negotiations with Yukos on the purchase of a 20% stake in oil major Sibneft, which had been frozen after Yukos and Sibneft decided against their merger

* The Russian Federal Atomic Energy Agency said it had delivered 14kg of low-enriched uranium to Libya

* Russian electricity monopoly Unified Energy System said its board of directors of had considered transferring some of its functions to government bodies as part of its restructuring

* Gazprom said Russia would supply up to 920 million cu m of natural gas to Georgia at the price of $110 per 1,000 cu m in 2006
