MOSCOW, December 7 (RIA Novosti) - The final declaration at the session of foreign ministers of the Organization for Security and Cooperation in Europe was not adopted because of disagreements over the situation in Moldova, the Russian foreign minister said Tuesday.
"It [the declaration] was not adopted for one reason," Sergei Lavrov said in Brussels. "Some participants in the negotiations insisted on policies on Moldova that are unacceptable to us."
He said OSCE ministers had proposed approving Moldova's intention to resolve the Transdnestr problem without involving representatives of the self-proclaimed republic, and in breach of previously reached agreements.
However, the sides reached an agreement on OSCE reform designed to strengthen the organization, Lavrov said.
The OSCE also adopted a document on Georgia covering the withdrawal of Russian military bases from the country, and a document on the South Ossetian and Abkhazian conflicts, the minister said.
