KIEV, November 2 (RIA Novosti) - A memorandum on the use of Ukrainian freight aircraft in NATO missions failed to get the approval of Ukraine's legislature, the Supreme Rada, Wednesday.

According to the Ukrainian parliament's official Web site, the bill to ratify the document, signed in Warsaw in June last year, fell 19 votes short of the 226 needed, with the Communist Party's faction voting against it and left-wing opposition factions abstaining.

The NATO-Ukraine Memorandum of Understanding on Strategic Airlift was signed by Ukrainian Defense Minister Yevhen Marchuk and Admiral Miguel Fernandez, the representative in Europe of the Supreme Allied Commander for Transformation.

An explanatory note to the document said it would facilitate Ukraine's integration into the trans-Atlantic alliance while also raising the country's international prestige and generating additional budget revenue.
