Moscow reacts to Zakayev statement on Nalchik attack

MOSCOW, October 14 (RIA Novosti) - The Russian foreign minister said Friday that the statement of Chechen terrorist emissary Akhmed Zakayev on the attack of the North Caucasus city of Nalchik is a violation of the UN Security Council resolution.

"When he said that Russia should wait for new attacks, goes beyond all limits of law and morals and we hope proper measures will be taken in regards to him," Sergei Lavrov said.

"I saw that Zakayev in his statement called yesterday's attack on Nalchik the resumption of the fight for the independence of Chechnya. If this is so, than it is really a direct violation of at least two UN Security Council resolutions," he said.

Lavrov was referring to the UN Security Council resolution adopted a year ago on Russia's initiative after the Beslan tragedy, stating that any attempts to use force against civilians for political reasons, including forcing a state to change its politics, are regarded as terrorist acts.

"It is clear that yesterday's attack on Nalchik is a subject of this resolution. It is also clear that Zakayev's statement is a violation of the recently approved resolution on Britain's initiative," Lavrov said.

Yesterday's attack of militants on Nalchik resulted in the deaths of 12 civilians and 24 law enforcement officers.
