Government expenditures must be more effective than now, he added.
"That point primarily concerns raising the standards of health services and education, and making them easier of access, as they have a direct impact on the population's quality of life. It is necessary to change available funding patterns."
In his message, President Putin also paid attention to raising the staff's living standards in government-financed companies and offices.
"The expenditure obligations we are to make must, first of all, help to raise the living standards of persons employed in government-financed companies and offices, civil servants of the federal level, the military and persons enjoying a status equal to theirs," said the message.
The president also called "to take stock of opportunities and practicable pace of increasing labor remuneration for a medium term."
