CIS SPECIAL SERVICES NEED UNIFICATION OF NATIONAL LEGISLATIONS

MOSCOW, May 12 (RIA Novosti) - Heads of the CIS special services will consider proposals on the harmonization and unification of national legislations, head of the Russian Federal Security Service (FSB) Nikolai Patrushev told the State Duma (parliament's lower house) deputies on Thursday.

According to him, the forthcoming council of heads of the CIS special services will focus on standards in the sphere of acknowledging these or those organizations as terrorist or extremist.

The unified legislation in this sphere is an important aspect of effective fight against international terrorism, Patrushev noted.

"The fight against international terrorism requires cooperation with other countries," he stressed.

In his words, the Federal Security Service will not determine independently whether this or that organization is a terrorist one or not.

"I cannot give this assessment on behalf of the FSB," he said adding that a juridical assessment was necessary.

For instance, the Justice Ministry acknowledged 15 organizations as terrorist on the FSB initiative. "The court also acknowledged them as terrorist," he said.

The Russian special services cooperate with counterparts from Belarus, Uzbekistan, Kazakhstan and Armenia in this sphere, Nikolai Patrushev emphasized.

The special services of these countries take joint measures, exchange information and hold regular international conferences to work out unified solutions of common problems.

For instance, a session of representatives of 75 special services from 50 countries took place in March 2005, Patrushev said.
