PRESIDENT PUTIN APPOINTS NEW KREMLIN UNIT HEADS

MOSCOW, APRIL 2, 2004, RIA NOVOSTI - Russian President Vladimir Putin has appointed new heads for four of the Kremlin units, the presidential press service reports.

Dmitri Zhuikov has been appointed as head of the unit for constitutional rights; Vladimir Osipov, as head of the unit for human resources and state awards; Mikhail Mironov, head of the unit for public petitions; and Yuri Shustitsky, head of the unit for information and documentary support.

The unit for constitutional rights is a newly established division. According to a source in the Kremlin staff, this unit will take care of issues previously tended to by the units for citizenship affairs and for pardons and paroles. Along with the optimization of document turnover, the constitutional rights division will be analyzing and preparing proposals on amendments to laws relating to citizenship and pardons.
