"Three months are needed to get rid of old departments," Mr. Gref said.
In the minister's opinion, if the formation of the new cabinet took place after the coming presidential elections, the government reform wouldn't be carried out completely this year.
"If the government were formed in June, the reform would be buried," Mr. Gref said. Then the introduction of amendments to laws and the adoption of a relevant budget would not be carried out in time, the minister said.
"The reform would have to be postponed for a year," Mr. Gref said. Now, in his words, all necessary amendments to the present legislation will be introduced during the parliament's spring session.
