RUSSIA'S NEW PREMIER LAUNCHES ADMINISTRATIVE REFORM -STATE DUMA'S VICE-SPEAKER

MOSCOW, March 5, 2004 - RIA Novosti. The three-level structure of the Russian government suggested by new premier Mikhail Fradkov signifies the start of the administrative reform in the country. This is the opinion of vice-speaker of the State Duma Vladimir Pekhtin from the United Russia pro-presidential party.

This is "the first step of the administrative reform about which we have been speaking for several year already", he told RIA Novosti.

In his opinion, one of the reasons of the resignation of Kasyanov's government was its failure to resolve the issue of the administrative reform.

The vice-speaker expressed conviction that the new government "should work steadily and consistently rather than in a regime of a fire brigade."
