    MOSCOW, March 5, 2004. (RIA Novosti) - Russian new Prime Minister Mikhail Fradkov believes that one of the important tasks of the future government will be to ensure a breakthrough in high-tech industries of the Russian economy, he said on Friday, when speaking at the State Duma plenary session.

    To achieve this, we need "to actively develop the industrial, scientific and innovation potential of the country," he explained.

    "As to the high-tech sphere, here there must be a breakthrough and integration of all market agents, first of all, the state," Fradkov emphasized.

    "When you watch this from Brussels [Fradkov earlier was Russia's envoy to the European Union as a federal minister] it becomes evident that our partners and rivals are waiting for us to develop the sphere," he pointed out.

    At present the scientific and technical potential is not efficiently used in the industry, especially in the defense industry, the Prime Minister stated.

    "In recent years increased defense order has breathed life into the military and defense enterprises, but the defense order is not enough to solve all the problems in the industry," he underlined.

    "It is necessary to restructure such enterprises more actively, to improve the structure of management and order placement," Fradkov pointed out.
